- 法币锚定虚拟资产（Fiat-Referenced Virtual Assets, FRVA）发行
- 资产锚定虚拟资产（Asset-Referenced Virtual Assets, ARVA / 代币化资产）发行
- Category 1 虚拟资产发行（需持牌）；Category 2 发行（无需发行人牌照，但分销须经持牌分销商）
- Issuance of fiat-referenced virtual assets (FRVA).
- Issuance of asset-referenced virtual assets (ARVA), including tokenised assets.
- Category 1 virtual asset issuance requires a licence. Category 2 issuance may not require an issuer licence, but distribution must be conducted through a licensed distributor.

资本要求Capital Requirements
- 按发行类别及 VARA 发行 Rulebook 规定（FRVA/ARVA 资本与储备要求较高，以 VARA 最新公布为准）
- Capital depends on issuance category and the VARA Issuance Rulebook. FRVA and ARVA usually carry higher capital and reserve expectations, subject to VARA's latest publications.
